北京市3所二级社会办医院医疗管理现状分析

         

摘要

Social-capital-run hospitals have undergone rapid development in recent years and have become an important part of China's medical and health undertakings. Medical quality and safety management in these hospitals are directly related to the health and welfare of the general population. To understand the status quo of medical management in these secondary hospitals in Beijing and identify the key problems and challenges, we conducted questionnaire-based surveys in three social-capital-run hospitals in Beijing and face-to-face interviews with key staff members. Data of these hospitals for 2016, including the grade, profession, and nature of the hospital, physician turnover rate, and nurse turnover rate, were collected. Other information, including organizational structure, introduction of quality standard systems, sustained improvement of quality management, informationization level, and staff training mode, was also obtained. Countermeasures were proposed including constructing a talent supporting system, strengthening the allocation and training of professional quality management staff, strengthening the construction of informationization, and adopting diversified medical quality control measures.%近年来,社会办医院发展迅猛,已成为我国医疗卫生健康事业的重要组成部分.社会办医院医疗质量与安全管理水平直接关系到广大人民群众的健康福祉.为了解北京市二级社会办医院医疗管理现状,探讨其发展中存在的关键问题和面临的困难,抽取了北京市3所社会办医院进行问卷调查及对关键人员访谈,然后统计了这3所医院在2016年度医院的等级、专业、性质、医师离职率、护士离职率等基本情况,以及组织架构、质量标准体系引入、质量管理持续改进、信息化发展水平、人员培训形式等情况,此外,通过对存在问题的分析,提出了针对性的建议,包括构建人才保障体系;加强专业质管人员配置及培训;加强信息化建设;运用多元化的医疗质量管控措施等.
