医疗机构中层干部绩效考核指标体系的构建及应用

         

摘要

针对目前医疗机构中的中层干部考核还未脱离计划经济体制和平均主义的影响现状,整合目前主流考核理念和思想,利用信息手段,从目标实现出发,抓住关键环节,建立系统全面的医疗机构中层干部考核指标体系,并将该考核指标体系应用于中层干部考核中。通过分析应用效果,认为绩效考核体系应该保证结果的全面客观,充分发挥考核结果的激励作用,坚持持续改进,不断完善提高,最终达到提升中层干部素质、引导中层干部行为规范、激发中层干部活力、实现组织目标的目的。%Aiming at the current situation that the evaluation on middle-level ofifcials of medical institutions has still not been insulated from the inlfuence of planned economic system and equalitarianism, the authors integrated mainstream evaluation ideas and thoughts at present, started with goal realization, established a systematic and comprehensive evaluation indicator system for middle-level ofifcials of medical institutions by means of information technology and with focus on key links, and applied it in the evaluation of middle-level ofifcials. After the analysis of application effect, it is considered that the performance evaluation system should guarantee the comprehensiveness and objectivity of results, give full play to the incentive function of evaluation results, and persistently and continuously improve for the ultimate purposes of improving the quality of middle-level ofifcials, guiding their standardized behavior, motivate their vigor, and achieving the organizational goal.
