关于建立亚太地区草地农业产品质量安全合作机制的思考

摘要

The background of establishing grassland-agricultural products security cooperation mechanism in the Asian-Pacific region was analyzed. And suggestions were given to establishing the cooperation mechanism gradually and break through the international trade barriers on the basis of construction of research and demonstration (training) center for quality and safety of grassland-agricultural products. The necessity and main tasks of the center, the key points and considerations of establishing cooperation mechanism were discussed. Six suggestions were supposed as follows: strengthening technical cooperation, participating in the Asia-pacific region agricultural product quality standardization activities, enhancing the standard certification and international mutual recognition, intensifying technical innovation, improving the mechanism of the anti-technical barriers, building information network to enhance the cooperation and information exchange in grassland-agricultural products standard.%对建立亚太地区草地农业产品质量安全合作机制的背景进行了分析,建议以建设草地农业产品质量安全研究与示范(培训)中心为基础,逐渐建立亚太地区草地农业产品质量安全合作机制,突破国际贸易保护技术壁垒,并进一步论述了建立草地农业产品质量安全研究与示范(培训)中心的必要性和主要任务,建立合作机制的关键、思路,提出了建立亚太地区草地农业产品质量安全合作机制的6项措施,即加强技术合作；积极参与亚太地区草地农业产品质量标准化活动；加强国内草地农业产品质量标准的认证与国际互认；加强技术创新；完善我国在亚太地区的反技术壁垒机制；建立信息网络,加强草地农产品质最标准信息领域合作与交流.
