Primary-level library plays an important position and role in the construction of modern public cultural service system. With the development of scien-tific and technological progress, literature information collection, collation, storage, communication and other basic functions of the library is of course should be consol-idated, but a higher mission of the new era is put forward, as cultivating the reading habits of the people, promoting learning city and other social functions of the library. How to adapt to the era of"promoting scholarly society", take the advantages of primary-level libraries, and satisfy the demand of society, it is a bounden duty for the public library.
