Objectives: To aware the ideas, practice and problems of private under the environment of health system reform to summarize experience, find problems and analyze situations of private hospital reform. Methods: 9 chief executives or senior management staffs of private hospital in Beijing were selected to have in-depth interview and focus group discussion. Results: (1) The chief executives of private hospital have a good understanding of the relative policy. (2) The main obstacles to the development of private hospital are tax policy, new rural cooperative medical insurance, land policy, price policy, access policy, personnel policy and government supervision. (3) The biggest challenge is how to build a mutual promotion environment between the public hospitals and the private hospitals. Conclusions: Policy environment that mutual promotion environment between the public hospitals and the private hospitals must be established and management monitoring system also must be built. 2-3 private hospitals is considered to be selected for pilot reform,%目的:了解北京市民营医疗机构在新医改工作中的思路、做法和所关心的实际问题,以利于总结经验、发现问题以及研判民营医院改革的形势.方法:采用个人深入访谈法和专题小组讨论法,对9位北京市民营医院的院长和高层管理人员进行访谈.结果:(1)能够正确理解新医改中有关民营医院发展的相关政策;(2)制约民营医院发展的主要因素包括税收政策、医保和新农合定点医院选择政策、土地政策、价格政策、准入政策、人才政策和政府监管;(3)新医改后最大的挑战是如何构建一个公立医院和民营医院相互促进、共同发展的政策环境,最关注促进民营医院发展的相关配套政策和实施细则.结论:必须构建公立医院和民营医院相互促进、共同发展的政策环境,建立健全监督管理体系,选择2~3所民营医院进行医改试点.
