分级诊疗背景下试点县级公立医院改革的探索与实践

摘要

目的：探讨分级诊疗背景下县级公立医院改革的模式与成效。方法：将广东省首批县级公立医院改革试点医院之一的从化中心医院整体移交南方医科大学，依托南方医科大学及其附属医院的优势资源，采取学科共建、人事分配制度重塑、大部制改革、医联体建设等综合改革措施。结果：短短两年时间，极大地促进了从化中心医院临床专科建设，提高了人才队伍实力，提升了整体服务能力，实现了跨越式发展。结论：当前实现分级诊疗的关键是强化县级医院综合服务能力，切实落实经营自主权是县级医院快速发展的前提，学科共建是快速提升县级医院服务能力的有效模式。%Objective: To explore the pattern of County-level Public Hospital’s Reform and its effectiveness under the background of the Hierarchical Treatment Model.Methods: Transfer the General Hospital of Conghua in Guangdong Province to affiliated hospital of medical university, relying on the resources of the university and its large affiliated hospitals, take measures like discipline co-construction, the reform of personnel and distribution system, large system reform and medical association. Results: For two years, The hospital's Clinical Specialist Construction:medical talents and comprehensive capacity have been improved significantly. Conclusion: It is very important to improve the comprehensive capacity of County-level Public Hospitals, so as to develop the Hierarchical Treatment Model. The self-operation is important precondition and basic guarantee of the rapid development of hospital. Discipline Co-construction is a an effective pattern for County-level Public Hospital Reform.
