上海精神卫生分级诊疗探索与思考

摘要

The history of hierarchical healthcare system of mental health was reviewed.The status quo and causes of hierarchical healthcare system has been analyzed.By the analysis on the form and inherences of hierarchical healthcare system and combined with the international practice and experiences of hierarchical healthcare system,Shanghai mode of hierarchical healthcare system on mental health which can be described as doctor team centered multi-sited licensed to strengthen the link between primary healthcare and tertiary hospital,adjusting mental health drug list,promoting medical insurance support,carrying out compensation system reform and full use information technology to promote hierarchical healthcare system of mental health in Shanghai has been implemented.%对上海精神卫生分级诊疗的历史进行了回顾,介绍了当前分级诊疗的现状并分析了产生的原因.通过对分级诊疗形式与内涵的思考,结合了国内外分级诊疗的模式与经验,提出了对上海精神卫生分级诊疗的思考与展望,即通过构建“医生团队”模式,加强上下联动机制;推进医生“多点执业”模式,鼓励名医名师下基层;调整精神药品基本医保目录,优化药品流通渠道;加大医保政策倾斜力度,加快人事制度改革;利用信息化技术手段,实现有效沟通和资源共享等手段加快推进上海精神卫生的分级诊疗.
