非政府办社区卫生服务机构实施基本药物制度的思考

摘要

为探讨鼓励非政府办社区卫生服务机构实施基本药物路径，通过对广西非政府办社区卫生服务机构进行问卷调查，对定量资料进行统计描述分析，发现非政府办社区卫生服务机构是城市卫生服务体系重要组成部分，药品收入是其主要来源，并且都存在经营发展困难，提出鼓励非政府办社区卫生服务机构实施基本药物制度，政府可通过购买方式给予实施基本药物制度的非政府办社区卫生服务机构合理补偿。%The study aimed to explore the path for encouraging non-government community health service institutions to implement essential medicine system. Statistics descriptive analysis methods were employed for quantitative data from questionnaire survey and field investigation on non-government community health service institutions of Guangxi. The results show that non-government community health service institutions is an important part of urban health service system,drug revenue is the main source of institution revenue and all institutions are confronting the difficulties for operation. It is suggested that non-government community health service institutions should be encouraged to employ essential medicine system. Reasonable compensation from government can be given by means of purchasing mechanism.
