国内外社区卫生服务经费分配与绩效管理体系的情况和分析

摘要

发展社区卫生服务是我国医疗体制改革的重要策略,20世纪90年代以来,随着社区卫生服务的深入开展,社区卫生服务作为实施国家社区基本医疗和基本公共卫生任务"六位一体"的平台,其作用日益明显和重要,国家和各地方政府相继出台了一系列补偿或购买服务的政策,也出台了一系列绩效考核和质量评价措施.本文就国内外社区卫生服务经费分配与绩效管理体系的情况进行综述,并运用系统论的观点分析我国社区卫生服务经费政策及绩效考核的现状,对我国建立新型社区卫生服务经费分配及绩效管理体系提出设想和建议.%Development of Community Health Service ( CHS ) is critical for medical system reform in China. As an integral part of the platform for basic health care and basic public health services, CHS has played an increasingly important role since 1990s. A series of compensation and purchasing policies have heen implemented by the central and local governments , and many performance assessment and quality assurance policies have been developed. This article summarizes the experiences on CHS fund allocation and performance assessment hoth in China and abroad , with an attempt to provide new insights for the establishement of novel CHS management systems.
