城乡一体化背景下对城市社区卫生服务体系“站室合一”设置的思考

China is experiencing rapid urbanization. Shanghai is one of the representative metropolises. Under the background of urban and rural integration,rural household registrations,place of residence,living environment are moving to cities and towns. At the same time,the medical insurance system,which is regarded as a representative part of the social security system,is undergoing tremendous changes. This issue,according to the phenomenon that rural clinics and community health serv-ice station coexist in the city community health service system,analyzes from the policy perspective the similarities and differences of these two medical insurances when people receive basic medical services and basic public health services,and tries to put for-ward " one station for two groups " a new urban and rural harmonious community health service mode.%我国正在经历高速城镇化的过程。以上海这样的国际化大都市为代表，城乡一体化背景下，农村人口的户籍、居住地、居住环境都在向城镇迁移。与此同时，以医疗保险制度为代表的社会保障制度也在发生着巨大变化。本文针对城市社区卫生服务中出现的农村卫生室与社区卫生服务站并行的现象，从政策角度分析社区中两类医疗保险制度对人群接受基本医疗和基本公共卫生服务时的异同，尝试提出“站室合一”的城乡统筹社区卫生服务新模式。
