铁路全程物流服务措施配置方案的优化

     

摘要

According to the characteristics of the whole logistics operation of railway,the whole logistics service process of "door to door" is divided into 11 operations.Based on the axiomatic design theory,the "logistics link-service measure-parameter attribute" configuration mechanism of railway logistics service measure is proposed.Aiming at any single operation,the expert scoring method is used to score the matching degree for each alternative service measure from three dimensions of cost,time and service quality,forming expert scoring tables.For each alternative service measure,one score in expert scoring table is taken as a decision object.And particle division,weight calculation and comprehensive score calculation are carried out by multi-attribute group decision-making method.The alternative service measure with the highest score is selected as the best service configuration program.On this basis,a linear programming model of multi-link logistics service measure is constructed with the shortest operation time as the optimization goal.The branch and bound algorithm is used to solve the model to get the service measure configuration scheme for the whole logistics of multi-link process.Taking a "door to door" whole logistics service from Shanghai to Beijing as an example,the service measure optimization configuration method is verified to be effective and reasonable.%根据铁路全程物流作业的特征,将“门到门”全程物流服务过程划分为11个作业环节;基于公理化设计理论,提出“物流环节—服务措施—参数属性”的铁路物流服务措施配置机理.对每个作业环节,采用专家打分法,从成本、时间、服务质量3个维度对各备选服务措施的匹配度进行打分,形成专家打分表;针对每个备选服务措施,将打分表中的1个分值作为1个决策对象,采用多属性群体决策粒计算方法进行粒子划分、权重计算和综合评分计算;从所有备选服务措施中选取综合评分最高的备选服务措施作为该环节的最佳服务配置方案.在此基础上,以全程作业时间最短为优化目标,构建多环节物流服务措施优化配置的线性规划模型,采用分支定界算法对模型求解,得到多环节全程物流服务措施的配置方案.以1批上海至北京的货物“门到门”全程物流服务为例,验证了服务措施优化配置方法的有效性和合理性.
