Since 2002,Changsha has been promoting comprehensive reform using a project management approach.Specifically,this is how we have been carrying out the reform: Project determination and document preparation We have decided to execute seven projects(administration by law,autonomy of villagers, quality of service,policy support, integrated management,publicity, and education)and developed corresponding documents for all these projects.These documents set forth very specific provisions with regard to the guidelines。
