对我国国家基本药物制度立法重点及框架的思考

摘要

OBJECTIVE: To investigate the legislative emphasis and framework of national essential drug system in China. METHODS: The legislative emphasis of national essential drug system was analyzed, and the legislation of national essential drug system was illustrated from the angle of the legislative framework. RESULTS & CONCLUSIONS: The legislative emphasis is the legal name and definition of national essential drug system, the legal status of essential drug list, etc. The legislative framework includes the chapter of general principles, formulation and revision of essential drug list, production and supplication of essential drugs, and so on.%目的:探讨我国国家基本药物制度立法的重点与框架.方法:分析我国国家基本药物制度的立法重点,并从立法框架的角度对国家基本药物制度立法进行阐述.结果与结论:国家基本药物制度的立法重点为基本药物制度的法律名称与定义、基本药物目录的法律地位等；立法框架大体可分为总则、基本药物目录的制定与修订、基本药物的生产与供应等.
