国际环境合作与环境友好技术转让辨析

摘要

Climate change, ozone depletion and other global environmental challenges arebecoming pressing, which promotes the multilateral environmental agreements to develop rapidly. The environmental-sound technology transfer from developed to developing countries is not effective however. With the rapid growth, China will get less capital and technological supports from the international agreements. China has to create new bilateral/multilateral collaboration mechanisms to obtain technological supports through quantifying the transfer effects, establishing a technology transfer platform and other strategic measures.%气候变化、臭氧层破坏等全球环境问题日趋严峻，国际环境合作快速发展，但发达国家向发展中国家的环境技术转让效果始终不佳。随着经济实力的增强，中国从环境公约中获得资助或补偿的机率正在减少。在履行环境公约义务时，中国应探索创新双边和多边环境合作机制，通过量化技术转让效果、建立环境技术交流与评估平台等措施获得更多技术支持。
