企业投资管理体系建设及面临的问题与思考——以中国海洋石油有限公司为例

中国海洋石油有限公司投资管理体系脱胎于中国海洋石油总公司管理体系,公司对项目投资进行全周期管理,并体现为高度集中决策和分级管理的投资决策体系,具有不断更新的投资项目经济评价方法与参数的技术体系,投资管理架构和流程完整齐全.重点对公司投资管理体系的功能及与同类公司对标情况等进行了分析,并就加强公司资产组合管理、建立适度分权的投资决策体系、探索区域性开发的合理经济评价模式、研究非常规油气投资决策及经济评价方法等方面进行了分析与思考,可为其他企业投资管理体系建设提供借鉴.%CNOOC Limited Investment Management System (CLIMS) is developed on the basis of CNOOC Management System.Main features of CLIMS include project full lifecycle management,highly centralized investment decision-making mechanism,and tiered investment management regime.It also has regularly updated project economic evaluation methods and parameters,and integrated investment management structure with reasonable procedure.This paper focused on the analysis of the functioning of CLIMS and international benchmarking with peers.The paper then gives thoughts on assets portfolio management,partially decentralized decision-making mechanism,proper economic evaluation model for regional development,and the investment decision-making and economic evaluation method system for unconventional gas and oil projects.The CLIMS can also provide reference on investment management system construction for other companies.
