新药创制专项经费管理与建议

摘要

National Science and Technology Major Project for New Drug was officially launched in 2008. And specialrnfunds management system was issued. From the view of management personnel in the paper, the overview of the specialrnfunds was introduced about account form, funds, personnel of reward by analyzing the difference between special fundsrnand other science and technology plan. Appropriate management system and procedure was developed according tornspecial funds management system in IMM. Then suggestion was put forward in the process of project implementation.%"重大新药创制"科技重大专项2008年正式启动实施,并同时颁布了重大专项经费管理办法.本文从科研管理人员的角度,通过分析专项经费与国内其他科技计划经费管理的区别,介绍了重大专项经费管理的资助方式、账户形式、经费组成、人员奖励等方面的总体概况.药物所根据专项管理办法的要求,制定了本单位的专项经费管理制度和程序,并针对课题实施过程中发现的问题提出相应的建议.
