由行政许可的规定谈船舶签证管理方式的改进

摘要

The paper proceeds from the introduction of the nature and source of the administrative license for ship endorsement. Based on related provisions in Administrative License Law as well as other legal instruments and in view of the existing conditions of ship endorsement management, the paper analyzes issues related to ship endorsement as an item of administrative license. It puts forward suggestions on improving the managerial mode for ship endorsement and analyzes the necessity and feasibility of transforming ship endorsement from administrative license to administrative report.%文中在介绍船舶签证行政许可性质来源的基础上，根据我国《行政许可法》对行政许可的有关规定，以及其他有关的法律文件，结合船舶签证管理现状，分析了船舶签证设定为行政许可事项存在的若干问题，提出了改进船舶签证管理方式的建议，并阐述了船舶签证由行政许可审批改为行政报备管理方式的必要性和可行性。
