船舶签证取消后分支海事机构安全监管对策研究

摘要

文中从船舶进出港签证的有关功能出发，分析了取消船舶进出港签证对分支海事机构现有海事监管业务的影响，并提出相应的管理对策。%Proceeding from the functions of ship endorsement for port entry and departure, the paper analyzes the effect of the abolishment of ship endorsement on the existing maritime control by branch MSA and puts forward managerial countermeasures accordingly.
