运用诚信管理防范外部行为引发海事廉政风险研究

摘要

探索因船舶船员、中介代理、港航企业（码头）等外部单位和个人引发海事廉政风险和损害海事廉洁形象的不诚信行为纳入海事诚信管理，对于丰富社会信用体系建设，构筑诚实守信、廉洁公正的水上安全监管秩序，净化海事执法环境和防范海事廉政风险，维护海事清明形象具有重要的现实意义。%The paper studies the application of credibility management in MSA corruption risks and acts of bad faith impairing the honest and clean image of MSA resulted from external organizations and individuals such as ships, seafarers, intermediary agents, shipping companies (docks), and etc. It is of important practical significance for enriching social credibility system development, establishing honest, clean and fair maritime safety control orders, cleaning up maritime law-enforcement environment, preventing MSA corruption risks, and maintaining the honest and clean image of MSA.
