江苏省建设用地利用效益区域差异及分区管制

         

摘要

研究目的:从经济、社会和生态效益三方面综合评价建设用地利用效益,为区域差别化的建设用地管理政策制定提供科学依据。研究方法:综合评价法,改进熵值法,Moran’s I指数分析法。研究结果:(1)江苏省建设用地利用效益区域差异性较大,呈现出区域聚集的特征;(2)根据建设用地利用效益的区域差异,可将江苏省分为调整优化区、重点发展区、适度发展区和生态保护区。研究结论:应根据不同区域建设利用效益差异、社会经济发展特征,构建区域差别化的建设用地管理政策。%The evaluation of construction land use efficiency provides a significant basis for formulating construction land management policy. This paper uses Improved Entropy Method and Comprehensive Evaluate Method to evaluate construction land use efficiency of 65 counties in Jiangsu Province. According to the results of construction land use efficiency evaluation, the paper analyses efficiency space correlation of counties in Jiangsu province using Moran Index Analysis Method. The results show that: 1) There are remarkable regional differences between counties in Jiangsu province. The construction land use efficiency shows characteristic of regional aggregation. 2)According to the results of construction land use efficiency evaluation, Jiangsu province can be divided into adjusting and optimizing zone, key development zone, moderate development zone and ecological reserve zone. 3) In order to use construction land more effectively, it is better to improve the regional management policies according to differences of construction land use efficiency and socio-economic features.
