The purpose of this paper is to do some research on new conflicts and countermeasures in land use and management arising from industrial transformation under the new economic normality. Research methods: Firstly, the paper analyzes the impact of the new economic normality on industrial transformation. And then it describes the effect of industrial transformation on land use as well as discusses the new contradictions caused by upgrading of industrial transformation during land use and management. Finally, it puts forward some countermeasures. Results: 1)No differences in industrial land management and inherent differences of land management required by upgrading of industrial structureare disjointed; 2)Industrial structure is similar in many regions; 3)Extensive land use puts pressure on the protection of cultivated land; 4)There are many practical obstacles in the course of industrial land exit. The conclusion is that the methods of managing construction land which can promote industries restructuring and upgrading include playing the lute from opposite direction, mixing industries and cities, reducing construction land and implementing a wide range of industrial land exit mechanism.%研究目的:研究经济新常态下产业转型引致土地利用管理的新矛盾及其应对措施.研究方法:从经济新常态对产业转型的影响分析出发,阐述产业转型升级对土地利用的影响,讨论产业转型引致土地利用管理的新矛盾,并提出应对策略.研究结果:(1)产业用地管理的无差异性与产业结构升级要求土地管理的内在差异性脱节;(2)区域间产业结构雷同现象较为严重;(3)粗放用地对耕地保护带来了压力;(4)产业用地退出面临很多现实的障碍.研究结论:通过反弹琵琶、产城融合、建设用地减量化、实施多元化的产业用地退出机制,探索促进产业转型升级的建设用地管控路径.
