基于效率 — 公平的区际建设用地指标配置方式评价及改进——以南京市为例

         

摘要

The purpose of this paper is to construct evaluation system and method of construction land quota allocation from the perspective of economic growth efficiency and regional equity based on the data from Nanjing, and to provide a reference for improving the construction land quota allocation among regions. Methods employed include C-D production function, coordination analysis and comparative analysis. The results indicate that: 1) From 2006 to 2014, the contribution of construction land expansion to Nanjing's economic growth was significantly lower than that of fixed capital and labor. While the dependence of regional economic growth on land resources had significantly decreased, there was a significant difference among different districts(counties). The allocation efficiency of inter-regional construction land could be greatly improved; 2) With regard to the relationship between permanent resident population and construction land area, the equality of construction land quota allocation is relatively high, but the relationship between population urbanization and land urbanization shows that the inter-regional equality needs to be improved. In conclusion, 1) the developing stage and the main function of different areas should be considered in the inter-regional construction land quota allocation for a better integration between efficiency and equality; 2) price competition mechanism and performance competition mechanism should be applied to enhance the effect of regional construction land quota allocation.%研究目的:从经济增长贡献和人口用地公平出发,构建区(县)建设用地指标配置评价体系与方法,以南京市进行例证分析,为改进地区间建设用地指标配置提供思路与建议.研究方法:C-D生产函数、协调度分析、比较分析.研究结果:(1)2006—2014年建设用地扩展对南京市经济增长的贡献显著低于固定资本和劳动力,地区经济增长对土地总体依赖度持续降低;(2)不同区(县)建设用地扩展对经济增长贡献存在明显差异,建设用地指标过度配置和配置不足现象并存,区际建设用地指标配置效率提升空间大;(3)从常住人口总量与建设用地总量来看,地区间建设用地指标分配公平性较高,但人口城市化与土地城市化变化率的关系显示建设用地指标地区间配置公平性需要提升.研究结论:(1)建设用地指标配置应综合考虑不同地区所处发展阶段与主体功能定位,兼顾经济效率与地区公平;(2)应引进价格竞争和绩效竞争,提升地区间建设用地指标配置效果.
