According to the analysis of the data of the outpatient pharmacy and Chinese medicine prescribed during the first season of the last three years in the Medical Insurance Management Center of Railway Branch in Fujian province, we found that cardiovascular drugs, hormone and endocrine function regulating medicines, and medicines promoting blood circulation and removing blood stasis take the top three position by usage amount, accounting for about 47%of the total drug. Chronic disease drugs, including anti-hypertensives, hypoglycemic agents, blood lipid-lowering drugs, are often used concentratively. We suggest that serious diseases and chronic diseases which need a long-term treatment and a higher cost should be brought into patient co-ordination priorly. Outpatient costs, except those for special diseases, are included into general diseases and given moderate guarantee.%通过对福建省医疗保险管理中心铁路分中心，近3年第一季度定点医院的门诊西药、中成药使用数据分析，发现循环系统用药、激素及调节内分泌功能类药、祛瘀剂（理血剂）金额占比居前3位，约占药品总额47%；门诊慢性病用药集中度高，常用药品为抗高血压药、降血糖药、调节血脂药。建议将长期治疗、费用较高的重大疾病或慢性病优先纳入门诊统筹；除特殊病种以外的门诊费用纳入普通病种统筹适度保障。
