我们要充分认识协议管理的重要意义，夯实协议管理基础，以更好地落实社会保险法和新医改政策、实现医疗保险精确管理、维护医保各方权益。十多年来，各地经办机构不断推动协议管理发展，在完善协议内容、丰富协议形式、建立健全谈判机制等方面，积极探索了协议管理的有效途径。下一步要继续完善协议管理，努力转变观念，推进依法行政；与时俱进，不断充实协议内容；明确协议重点，突出总额控制和付费方式改革；完善机制，确保协议管理落实到位。%It is significant to be aware of the importance of the medical insurance agreement administration and strengthen its foundation, in order to implement the Social Insurance Law and the policies of Medical and Pharmacy System Reform, realize the accurate administration of medical insurance and protect the stakeholders’ rights and benefits. In the past 10 years, the social insurance agencies have explored and developed the agreement administration on complementing the agreement contents, varying the agreement forms, establishing negotiation mechanism and so on. On next step, the agreement administration will be perfected continuously according to the measures as follows:promoting law-based administration, perfecting the agreement contents, highlighting the global budget and the reimbursement reform, and developing the mechanisms.
