在整合城乡居民医保管理体制中，北京市人力资源社会保障部门采取主动谋划、注重协同、强化责任、确保稳定的原则和步骤，与医改、编制、卫生、财政、审计等部门密切配合，将新农合的行政管理和经办职责交由人力资源社会保障部门负责，8月底前全面完成市级和13个涉农区的新农合管理职能、机构、人员、基金等移交接收工作。下一步，首先要着力于政策统一完善，重点做到覆盖范围、筹资政策、保障待遇、医保目录、定点管理、基金管理的“六统一”；其次是着力于服务效能的提升，确保2017年底实现在医保定点医院持卡就医实时结算；第三是着力于服务模式的优化，不断改进服务手段和管理办法，提高管理效率和服务水平。%In the process of integrating of urban-rural medical insurance, Human Resource and Social Security Bureau of Beijing took the principles and procedures of initiative plan, focusing on coordination, strengthening responsibilities, and ensuring stability, and closely cooperated with the departments of Health Care Reform, Personnel System, Health, Finance, and Auditing, etc. We have taken over the administrative management and handling responsibilities of New Rural Cooperative Medical System (NRCMS). Before the end of August, we have completed the task of transferring and receiving for NRCMS management functions, institutions, personnel and funds in municipal and 13 agricultural areas. In the following step, fi rstly, we should improve the related policies, and focus on “Six-unification” in coverage, fund collection, treatment, medical insurance directory, designated institution management and fund management. Secondly, we should intensify the improving of service ability, and ensure timely settlement by using insurance cards at the designated hospitals. Thirdly, we should optimize the service mode, and constantly improve service and management methods to increase the management effi cacy and service level.
