以城乡居民医保整合为起点构建综合治理机制

摘要

This paper used the capacity of health insurance agencies as the topic, the integration of basic health insurance for urban and rural residents as a background, and the practice in Dongguan and Chengdu as examples, to illustrate three steps and core methods in establishing a comprehensive governance mechanism in health service by making health insurance playing an engine role. These analyses are expected to provide reference for Chinese health care reform and the sustainable development of health insurance.%本文以医疗保险经办机构能力为题、城乡居民基本医疗保险整合为机、东莞和成都为例，说明发挥医疗保险引擎作用，建立医疗服务综合治理机制的三个步骤与核心方法，为推进中国医改和医疗保险持续发展提供参考和借鉴。
