Objective To compare and analyze the utilization of hospitalization health before and after the implementation of new rural co-operative medical system in Sheyang county and study the promotion value of new rural cooperative medical management system. Methods The new rural co-operative medical system has been promoted since January 2011, the sur-vey report of farmer’s hospitalization in our county from January 2013 to December 2014 conducted by Sheyang health and family planning commission was regarded as the analysis object, the 13 260 survey objects were divided into the new rural co-operative group with 6 856 cases (after the promotion of new rural co-operative medical system) and control group with 6 404 cases (before the promotion of new rural co-operative medical system), and the utilization of hospital health was com-pared between the two groups. Results The difference in the rate of needing hospitalization had no statistical significance between the two groups by comparison(P>0.05), the ratio of needing hospitalization but no hospitalization was obviously low-er than that in the control group (P<0.05). Conclusion In the past 1 year, the health management department of Sheyang county greatly improves the utilization rate of hospital health of farmers in the pilot area by improving the new rural co-op-erative legal system, scientifically monitor and standardize the low-sheet of diagnosis and treatment and increase the invest-ment of rural basic health construction.%目的：对比分析实施新型农村合作医疗管理前后射阳县住院卫生服务利用情况,探讨新农村合作医疗管理制度的推广价值。方法以射阳县卫计委2013年1月---2014年12月对于该县农民住院情况的调查报告作分析对象,根据调查时间将13260名调查对象分为新农合组(推行新农合医疗后,6856名）及对照组(新农合前,6404名）,对比两组的住院卫生服务利用情况。结果经比较,在两组研究对象的需住院率间差异无统计学意义(P>0.05）的前提下,观察组中需住院而未住院患者比率显著低于对照组(P<0.05）。结论在过去1年内,射阳县卫生管理部门通过完善新农合法制体系、科学监管、规范诊治流程、加大对农村基础卫生建设的投资力度,使试点内农民的住院卫生利用率得以显著改善。
