将原来的新农合卡进行升级，由各地区卫生管理部门主导，将原新农合卡升级为居民健康卡是目前健康卡建设的有效方法。基于新农合卡的居民健康卡包括金融、医疗两个行业应用，金融应用主要是实现健康卡资金的管理，医疗应用主要是用于就医身份识别，医疗结算，新农合报销，跨医院就医，就诊信息共享等。主要介绍了基于新农合卡的健康卡建设模式，针对健康卡运营模式、健康卡发行、健康卡受理机构改造等方面进行了介绍，为各地建设基于新农合卡的居民健康卡建设提供依据。%The former new rural cooperative medical system cards are upgraded. Dominated by regional health management department, the former new rural cooperative medical system cards are upgraded into resident health cards. It is the effective method of the construction of health cards at present. The resident health card based on new rural cooperative medical system card is applied in financial and medical industry. The financial application is mainly to realize the money management of health card. The medical application is mainly used for identification of the patient' s identity, medical treatment settlement, new rural cooperative medical system reimbursement, cross-hospital treatment, sharing of clinic information, etc. This paper mainly introduces the construction pattern of health card based on the new rural cooperative medical system card, including operation mode of health card, issuance of health card, reform of accepting institution of health card, etc. It provides basis for the construction of resident health card based on the new rural cooperative medical system card in different places.
