更好地发挥政府在流通领域中的作用

摘要

中国经济体制改革的实质就是实现由计划经济向社会主义市场经济转型，中国经济体制转型本质上就是一个政府与市场之间关系调整的过程。党的十八届三中全会《关于全面深化改革若干重大问题的决定》明确提出，“要使市场在资源配置中起决定性作用和更好地发挥政府的作用”。而流通作为市场机制的实现形式，是政府方针政策在经济生活中发挥重要作用的载体，当前我国与社会主义市场经济体制相适应的市场流通体系的雏形或框架正是在政府主导下建立起来的。在流通领域，为更好地培育并建立符合社会主义市场经济本质要求的新的流通体制及市场体系，推动市场流通体系转型或重塑，一定要在重视市场机制自主调节作用的同时，更好地发挥政府的作用，解决多年来备受诟病的缺位与越位问题，从而进一步完善市场体系，为流通领域提供公共产品，维护流通秩序，营造良好商业环境。为更好地推动政府在流通领域作用的发挥，必须进一步深化改革，一要进一步厘清流通领域中政府与市场的边界；二要切断政企不分所造成的利益输送；三要构建政府对大流通的统一管理与服务；四要进一步解决中央与地方之间的脱节问题；五要充分发挥社会组织在流通中的作用。%The essence of China's economic institutional reform is to realize the transformation from planned economy to socialist market economy; the essence of China's economic institutional transformation is the process of adjusting the relation between government and market."Giving play to the decisive role of market in resources distribution and giving full play to the role of government"is put forward in The Decision on Major Issues Concerning Comprehensively Deepening Reforms, which was adopted at the close of the Third Plenary Session of the 18th CPC Central Committee. As the realizing form of market mechanism, circulation is the carrier for the government policies and guidelines to play the role in economic life;at present, the rudiment or framework of market circulation system suitable to socialist market economy is established under the guidance of government. In the field of circulation, to better cultivate and establish the new circulation system and market system meeting the fundamental requirement of socialist market economy and promote the transformation and rebuilding of market circulation system, we should give full play to the role of government while paying more attention to the automatic adjustment of market mechanism, and solve the problem of being absent and off-side;with the help of that, we could further improve the market system, provide public goods for the field of circulation, maintain the order of circulation and create the sound business environment. To better give full play to the role of government, we must further deepen reform by:first, further clarifying the boundary between government and market in the field of circulation;second, solving the problem of tunneling brought by the integration of government administration with enterprises;third, promoting the unified management and service provided by the government for the circulation;fourth, further solving the problem of disjunction between central and local governments; and fifth, giving full play to the role of social organization in circulation.
