疏解北京非首都功能，是京津冀协同发展战略的关键环节，也是根治北京“大城市病”的必由之路。北京与首尔、京津冀地区与首尔都市区之间的发展有很多相似性，同时也存在差异。北京在非首都功能疏解的过程中，应根据本土情况，合理借鉴韩国在首尔疏解战略中采取的政策手段。北京非首都功能疏解要与京津冀区域协同发展战略密切联系；京津冀协同发展的各种规划要在统一领导下进行，使其具备可操作性；提升河北的发展水平，以更好地配合北京的非首都功能疏解；以业控人，合理定位，发挥市场和制度的作用；加强新城自足性建设，丰富完善多核心空间结构；做好前瞻性规划，建设具有特色和先进运营理念的通州行政副中心；构建京津冀一体化交通网络，改善北京大众交通服务水平。%The relieving of non-capital function of Beijing is the key part in promoting the coordinated development of Beijing-Tianjin-Hebei,and also the must path of solving“Big City Desease”of Beijing. There are both similarities and differences between development of Beijing and Seoul,and Beijing-Tianjin-Hebei region and Seoul metropolitan area. In relieving non-capital function,Beijing should rationally learn the experiences of South Korea according the local condition. The strategy of relieving non-capital function should be closely related to the strategy of regional coordinated development;the different plans of coordinated development of Beijing-Tianjin-Hebei region should be worked out under the unified leadership and be operational;the development level of Hebei should be improved to better match up to the relieving of non-capital function of Beijing;the government should make proper industry planning to guide population flow,rationally positioning,and strengthen the self-discipline system of market and system;the government should strengthen the self-sufficient construction of new towns and make the prospective plan for Tongzhou administrative sub-center;and the government should also build the integrated transportation network of Beijing-Tianjin-Hebei region to improve the mass transportation service level.
