In the new normal of economic development,China's domestic trade is demonstrating the new characteristics as following:the growth speed of consumption market is changing from high to moderate high;the original development pattern of circulation enterprises cannot be sustained;supply inefficiency and demand inefficiency coexists;individualized,diversified and multilevel consumption is becoming the main stream;information and service consumption is significantly growing;mass con⁃sumption is steadily rising again;and green and health consumption is attracting more attention. We should,first,fully under⁃stand and cope with these phenomenon with the help of scientific methodologies;second,we should adapt to the trend of internet development,standardize and promote the development of e-commerce,give full play to the role of physical stores,improve the level of chain operation,and promote the online and offline integration and coexistence;and third,we should take innovation in domestic trade circulation as the guidance,take reform in domestic trade as the driving force,take the strengthening of circulation infrastructure as the basis,and take legalized business environment as the guarantee to promote the health development of domes⁃tic trade circulation.%在经济发展新常态下，我国内贸流通呈现以下新特征：消费市场增长由高速转为中高速，流通企业原有发展模式难以为继，供给不足和需求不足的矛盾并存，个性化、多样化、多层次消费渐成主流，信息、服务消费增长明显，大众消费稳步回升，绿色健康消费深入人心。对此，要以阶段论、配合论、问题论、差别论等科学的方法论正确认识和应对；主动适应互联网发展大趋势，规范促进电商发展，充分发挥实体店功能，提升连锁经营水平，促进线上线下深度融合，和谐共存；以内贸流通创新为引领，以内贸领域改革为动力，以加强流通设施建设为基础，以法治化营商环境构建为保障，促进内贸流通健康发展。
