沼肥还田的公共私营合作制(PPP)模式浅析——以邛崃市为例

摘要

Biogas fertilizer returning to the fields in China has been in a difficult position for its high cost of application,the information asymmetry between the supply and demand sides,imperfect facilities and equipment,and lack of public participation.Bringing in the Public-Private-Partnership system (PPP) could break the bottle-neck of biogas fertilizer utilization and promote the high efficient utilization.This paper analyzed the implementation of the PPP mode for biogas fertilizer returning to the fields in Qionglai County,and summarized the efficiency of field utilization of biogas fertilizer.And it was demonstrated that the PPP system brought ecological,economic and social benefits to Qionglai.Moreover,some suggestions were proposed for promoting the PPP system implementation,including detailing rules,optimizing social capital,market-oriented strategy,and strengthening government supervision.%我国沼肥还田陷入了使用成本高、供需信息不对称、设施设备不完善、公众参与度不高的困境.引入公共私营合作制(PPP)模式破解沼肥利用瓶颈,推动沼肥高效利用成为农村沼气工程发展的新趋势.文章对邛崃市畜禽粪污处理沼气工程中沼肥还田的PPP模式实施情况进行分析,从生态、经济和社会3方面总结邛崃沼肥还田运行效益.为加快沼肥还田PPP项目落地,笔者提出制定PPP模式实施细则、优选社会资本、以市场为导向、加强政府监管等实施建议.
