国家公共文化服务体系示范区研究

摘要

National demonstration region of the system of public cultural services represents the highest level of public cultural services in China and undertakes a mission of demonstration and exploring the way. When the 1st batch of demonstration regions have completed the creation and inspection, and the 2nd batch of demonstration regions begin to create, this research analyzes the unique value of demonstration region, presents 3 sustainability issues that demonstrated cities may encounter after they completed the creation and inspection. Moreover, taking historical and cultural cities in some countries have suffer destruction of urbanization as warning and reference, this research also puts forward demonstration region how to construct binding long-term mechanism, continuously improves the efficiency of public cultural services, and protects the basic cultural rights of ordinary people.%国家公共文化服务体系示范区代表了我国公共文化服务的最高水平，承担了示范探路等使命。在首批示范区完成创建验收，第二批示范区启动创建时，分析了示范区的独特价值，提出了示范区城市在创建验收完成后，可能遇到的可持续发展3大问题，并以部分国家历史文化名城遭受城市化冲击破坏为警示借鉴，提出示范区如何构建可约束的长效机制，不断提升公共文化服务效能，保障老百姓的基本文化权益。
