PPP 模式：理论、环境及发展建议

摘要

With the development of urbanization,we confront problems such as (1 )the fiscal stress of the regional government is deteriorating,(2 )the cost of the municipal infrastructure construction becomes higher,and (3)the land-oriented fiscal mode is unsustainable.Therefore,to further promote urbanization,it is meaningful to discuss the PPP mode and its related issues including its implications,its political environment and mechanism optimization.%随着我国城镇化战略的实施向纵深推进，地方政府财政的压力日益显著，城市硬件建设的成本逐年提高，缓释融资压力的诉求日渐高涨，加之以土地出让为导向的财政模式不具有可持续性，各方亟待新的投融资模式与体系化制度打破僵局。PPP 模式为我国推进城镇化建设提供了新的思维进路，通过对 PPP 模式的具体内涵、政策环境、制度优化的探讨，对其进一步的推广运用具有积极的理论价值与现实意义。
