生态文明建设在本质上是人们努力实现比工业文明中更加高级的生态价值追求。生态文明建设与经济发展既相容又冲突。用中国省级数据，分析各区域废水、废气中主要成分的排放强度、治污投资和造林投资等强度指标特征，并建立双水平混合模型，得出人均真实GDP、研发强度有减少排放效果的影响，而工业化率、治污投入强度等对排放效果有不利影响，且地区间存在显著差距。中西部地区排放强度、治污投入强度与造林投资强度均高于东部地区。%The construction of ecological civilization is in essence that the people would work hard to pursuit ecology value, the more advanced one than the people does in the industrial civilization. However,both construction of ecological civilization and economic development is compatible, as well as conflict. With Chinese provincial data, the paper analyzes the regional characteristics of the wastewater strength, and of emission intensity of the main component in the exhaust gas, and of the pollution control investment and of the afforestation investment. Basis on it, the paper established a double-level-mixed-effect model, from which it could be showed that R&D intensities and the real GDP per capita has the positive effect on reducing emissions, and the industrialization rate and investment intensities on pollution have an adverse one on it. In addition, a significant gap presents between the areas so that emissions intensity, the input intensity of the pollution treatment and the forestry investment intensity were higher in the Midwest and West than in the East.
