黑龙江省具有自己独特、鲜明的地域文化特征。目前，黑龙江省传统文化产业稳步发展，新兴文化产业展露锋芒，文化产业园区发展势头强劲，文化管理进一步加强。对于在文化产业发展中，由于落后的思想观念导致的认知上的误区和不足，文化生产力受到不良发展环境的束缚，缺少对文化产业发展的财力支持和文化产业发展所需的社会基础等一系列问题，应给予高度重视。要采取有效措施，以思想观念的根本转变作为促进文化产业发展的内生力；提高文化产业从业者的市场意识；创新投融资体制机制；挖掘资源潜力，打造优势品牌；完善对文化产业的宏观管理体制。从而促进黑龙江文化产业更好更快发展。%Heilongjiang Province has its own unique, distinctive geographical cultural characteristics. At present, the traditional cultural industries develop steadily;emerging cultural industries stand out;cultural industry parks have strong growth momentum;cultural man-agement is further strengthened. The government should pay close attention to a series of issues in the development of cultural industries including cognitive misunderstandings and insufficiency caused by backward ideas, adverse development environment constraining cul-tural productivity, the shortage of supportive financial resources, and the lack of social basis. In order to promote the development of Hei-longjiang cultural industries, the government should take effective measures to make fundamental changes in the ideology;increase market awareness of practitioners;innovate investment and financing system mechanisms;excavate resource potential to create a superior brand;and improve the macro management system for cultural industries.
