现代农业发展是有关农民、农业、农村的综合性问题，它与新型城镇化的同步，其实质就是实现农村劳动生产力向非农产业的战略转移，它不是一个独立性的问题，而是一个自然关系、人际关系、社会关系、精神关系、产业关系的大生态的问题。只有建立起公共管理、教育公平、产业化等的生态机制和模式，才能有效促进农民向非农产业的良性转移。将来由高素质的职业化的农民承担农业生产，由综合性强的涉农龙头企业，并联合家庭承包散户，进行产业化、集约化规模经营，才有可能改变农业长期经济效益低，综合效益差的弱态，才能补足“四化两型”建设中的短板，有效推进新型城镇化永续健康发展。%The development of modern agriculture is a comprehensive issue concerning farmers, agriculture, and rural areas. It grows with new urbanization process. Its essence is to realize the strategic transfer of the rural labor force to non-agricultural industries. It is not an independent issue, but an ecological issue regarding natural relationship, interpersonal relationship, social relations, spiritual relationship and industrial relationship. Only by establishing an ecological mechanism and pattern of public management, education equity, industrial-ization, can we effectively promote the benign transfer of farmers to non-agricultural industries. In the future, with agricultural production undertaken by high-quality professional farmers and with agricultural leading enterprises together with households having contract re-sponsibilities realizing industrialized, intensive and scale management, the situation of agriculture may change, which has had low eco-nomic benefits and poor comprehensive benefits. In this way, the short board in constructing the"four modernizations and two types"could be complemented for effectively promoting the sustainable and healthy development of new-type urbanization.
