In order to better promote the effective development of physical education of the disabled,the paper goes into a deep analysis of the status quo of physical education of the disabled in Heilongjiang province. Combining the significance of physical education of the disabled,the paper comes up with some effective and referential countermeasures to promote the development of physical education of the disabled.%为更好地促进体育教育在残疾人中的有效发展，本文通过深入分析黑龙江省关于残疾人体育教育的现状，结合体育教育对于残疾人士的重要意义，将在下文为促进残疾人体育教育的发展提出一些可供参考的有效对策。
