群众“随手拍”--监督交通违法行为的“第三只眼”

In addition to Shanghai, Zhejiang, Fujian, Hubei, Hunan, Guangdong, Shenzhen and other places have also introduced policies to encourage reports through mobile phone, camera, recorder etc. "taking photos at hand" to report traffic violations has aroused wide concern and discussion. Because this article specificaly analyzes the legitimacy and existing problems in the “snapshot” report, and put forward opinions and suggestions.%上海市公安机关交通管理部门通过开通交通违法视频举报平台，接受群众持车载行车记录仪记录的实名举报，经核查确认后依法处罚违法行为人。除上海外，浙江、福建、湖北、湖南、广东深圳等多地此前均已推行相关政策，鼓励群众以手机、相机、行车记录仪等“随手拍”的形式举报交通违法行为，引起了社会的广泛关注和热议。为此，本文专门对群众“随手拍”举报交通违法行为的合法性和存在问题进行了分析，并提出意见建议。
