低碳发展目标的城市规划环境影响评价研究--以天津滨海新区为例

摘要

The low carbon goals are required to be incorporated into the urban plan environmental impact as -sessment ( PEIA) to optimize the decision-making process , which will play an important role in the urban develop-ment low carbon transformation in China .However , as a relatively new field , there are few literatures published on this issue until now .Then the technological framework of urban PEIA based on low carbon development goals in China is explored in this paper .The proposed “integration in the whole process” evaluation mode includes scoping , baseline , groundwork review , carbon emission driving force identification , low carbon development status analysis , indicators identification and target accessibility .To validate the feasibility of the proposed framework , PEIA for Binhai New Area Development is identified as pilot study and detailed demonstrated in the paper .%将低碳发展目标融入城市规划环境影响评价（ PEIA）从而优化城市规划和发展决策，是促进我国城市发展低碳转型的有效途径。然而低碳评价是一个较新的内容，至今国内外尚缺乏相关的研究成果。探讨了基于低碳发展目标的城市PEIA技术框架，按照全过程融入的评价模式进行规划分析、现状调查、低碳发展基础分析、碳排放影响因素识别、低碳发展状态判定、评价型和建议型指标体系构建以及目标可达性分析等工作，并以天津滨海新区发展战略环境评价为例进行了实证研究。
