县级城市工业用地提升方法研究--以永嘉县为例

     

摘要

在县级城市工业用地需要进行提升的环境下,传统的工业用地提升方法是否存在不足是值得研究的方向。本文以浙江省永嘉县为例,分析了传统工业用地提升方法会导致企业产权受损、交易费用增加等问题,进而致使工业用地提升进程缓慢及非正式的工业用地提升广泛存在。因此,为弥补传统工业用地提升方法的不足,本文提出了企业有序参与、产权合法转让、行政审批精简及负外部性规避四项措施,以适应我国县级工业用地提升的长远需要。%In the background of improving industrial land efficiency in the county-level cities, it’s a worthy direction to study if there existed any deficit of the traditional method. This paper select Yongjia County, Zhejiang Province as the case to analyze the deficit. However, the traditional method would lead to damage enterprise property and increase transaction cost. As a profound influence, it wil slow the progress of improving industrial land eficiency. Therefore, this paper find that enterprise orderly joining, property rightful transferring, administrative approval simplifying and negative externality circumventing could make up for the the traditional method to adapt long-term needs of improving industrial land eficiency in the county-level cities.
