旧城改造项目的落实及实施一直以来都是各地政府面临的难题。由于旧城改造对应着社会利益的重构，要真正实现旧城改造工作和谐化、科学化，必须从源头寻找方法，探索各利益主体的诉求及它们之间的冲突。瓦窑堡会议旧址周边地段改造作为一项典型的旧城改造项目，政府、开发商、居民三方利益主体之间就政府资金平衡、居民拆迁安置、历史文化遗产保护等问题产生冲突。规划以利益冲突为导向，运用视线分析叠加的手法明确保护范围；运用经济学测算达到资金平衡，同时满足居民诉求；运用重点地段综合治理的手法解决片区内交通、环境问题，并采取具体项目策划，提升子长县传统中心区的活力。通过以上手段，尝试建立一种科学手法增加旧城改造工作的可实施性。%Implementation of the old city reconstruction project is very difficult to local government. The old city reconstruction would lead to the reconstruction of social interests. So we should look for ways from the source, explore demands and conflicts of the interest subject. The reconstruction project of Wayaobao conference site surrounding area is a textbook example. The conflicts between interests about fund balance, removal and settling, heritage protection are hard to deal. The planning would confirm the scope of protection by visual analysis; achieve the balance of funds by funding budget; solve the traffic and the environmental problem by comprehensive treatment. The planning attempt to establish a scientific approach to make the project can be implemented.
