The strategy of constructing new socialist countryside was put forward in 2005. In 2013, the Ministry of Agriculture launched a nationwide campaign to create"beautiful countryside"promoting the construction of new socialist countryside to a new phase of connotation expanding and enhancing. Through an overal retrospection of the planning ideas and theories, it is not hard to find that the top-down model of vil age planning led to the deficiency of vil agers' rights. In this paper we take the planning and construction of Tianchi vil age as an example, discussing the vil ager-oriented planning model which proposing planners to guide the vil agers self-autonomy and develop action planning based on development needs, providing new way of thinking for vil age planning and construction.%2005年，国家提出建设社会主义新农村战略。2013年，农业部在全国全面开展“美丽乡村”创建活动，将社会主义新农村建设推进到拓展和提升建设内涵的新阶段。反思现时乡村规划的自上而下单向模式及村民参与规划的困境，以重庆市南川区古花乡天池美丽乡村规划建设为例，探索以村民为主体的规划过程模式，倡导规划师以协调者的身份引导村民自建自治，引入以村庄发展需求为导向的行动计划方案，试图为乡村规划建设提供经验及新思路。
