非营利组织参与公共服务外包存在的问题及应对策略

Now in our country,the public service supply is not enough,the distribution is uneven and increment is insufficient.It can not meet the demand of rapidly growing public service,so we must improve the traditional ways of the supply of public service.Based on it＇s features and advantages,NPOs′participating in outsourcing of public service can not only improve China＇s current situation of public service supply and promote the governmental reform,but also be helpful for their own development.But now their participartion is restricted by several factors.These factors include inadequate transformation of government functions,lack of regularized safeguard mechanism,the weakness of themselves and immature social environment.Therefore,we can promote the NPOs participation in public service outsourcing through these ways：transfering the government concept and function,strengthening the system construction,improving their ability,raising public awareness and encouraging public participation.%当前,我国公共服务供给总量不足,分布不均,增量不足,不能满足快速增长的公共服务需求。非营利组织参与公共服务外包不仅能够改善我国公共服务供给的现状,推进政府改革,也有利于自身的发展壮大。但目前非营利组织参与公共服务外包存在政府职能转变不到位,制度化保障机制缺失,自身力量薄弱,社会大环境有待成熟等制约因素。为此,必须通过转变政府观念与职能,加强制度建设,提高自身能力,提升公民意识等途径,促进非营利组织参与公共服务外包。
