突发性群体事件中旁观者参与问题及其化解∗

摘要

Bystanders participating emergencies have been the new form of the development of contradictions among the people dur⁃ing the period of social transformation and institutional transition. Bystanders can quickly transform their identity, hardly control the rules and precaution, even more, don′t know their behavioral intentions well, which make it more difficult to prevent and resolve. For the sake of preventing bystanders involving in emergencies, it must be clear to master the specific process which makes them partici⁃pate. Based on the analysis of the deep reasons why they engage in conflict, we can construct resolving mechanism effectively for by⁃standers involving themselves in unexpected mass incidents by paying close attention to discourse guidance, self-discipline, concern all quarters benefit, respond quickly.%旁观者参与突发性事件是我国社会转型、体制转轨时期人民内部矛盾发展的新形态。旁观群众参与突发性事件的身份转换速度快、规则可控度低、防范难度大且行动意图指向不明，这极大地增加了事件的预防和化解难度。有效防范旁观者参与突发性事件，必须清晰把握事件中旁观群众由围观者到实际参与者的具体行动流程，在分析旁观群众参与冲突的深层原因的基础上，从加强话语引导、自我约束、利益关注、快速反应等层面，构建有效的突发性群体事件中旁观者参与问题化解机制。
