香港回归20年来'一国两制'的民主政治建设探索

摘要

Twenty years since Hong Kong's sovereignty was returned to China, the "One Country Two Systems" and "Unchanged for Fifty Years" policies have been in effect for almost half the prescribed time.By taking a farsighted "greater historical" perspective, some characteristics such as holism, universalism, and regularity have clearly emerged over the various stages of this process of political development.On one hand, the difficulties encountered in the process of developing democratization and political reforms enshrined in the "Double Universal Suffrage" policy fully reflect the long, complicated, tortuous, and arduous nature of the "One Country Two Systems" project.On the other, with the support of the Central Government and the endeavors of the Government of the Hong Kong Special Administrative Region and the people of Hong Kong, the development of democratic politics under "One Country Two Systems" has made remarkable progress, demonstrating advantages of the "One Country Two Systems" policy.%香港回归20年来,"一国两制""五十年不变"的伟大实践已经走过了近一半旅程.放眼"大历史"的长时段,在政治发展领域,一些具有整体性、普遍性、规律性的阶段性特征及历史经验已经相对明晰地呈现出来.一方面,以"双普选"为目标导向和主要内容的政制改革和民主化进程进展艰难,充分反映了香港"一国两制"实践的长期性、复杂性、艰巨性;另一方面,在中央政府的主导和推动下,经过香港特别行政区政府和香港同胞的共同努力,香港"一国两制"的民主政治建设还是取得了举世瞩目的进展,卓有成效地显示了"一国两制"的优越性.
