从费孝通的双轨政治理论看我国社会管理的困境

The dual track politics theory of Fei Xiaotong says:“A sound,lasting political system must be open and can operate well just like running on dual track”.According to Fei’s point of view,it can be found that due to the lack of understanding on the importance of grassroots self-governing organizations,which have great effect on grassroots democracy and self-manage_ment of our society,our social organizations have not developed very well and the civil society been growing up slowly,which in_creased the government’s social management pressures.To change the predicament,we must pay more attention to the function and role of the social organizations such as the primary-level?self-governing organizations and absorb wisdom from our tradi_tional political culture.Only in this way,can we foster a civil society with Chinese characteristics and make our society well-managed and develop harmoniously.%费孝通的双轨政治理论认为：“一个健全的、能持久的政治必须是上通下达，来往自如的双轨形式。”结合费孝通的观点可以发现：由于缺乏对基层自治组织在民主政治与自我管理层面重要性的深入认识，导致我国社会组织极不发达，公民社会发育缓慢，从而加剧了政府的社会管理压力。要改善当前我国的社会管理困境，必须重视和发挥以基层自治组织为代表的社会组织的功能与作用，从中国的传统政治文化中吸取智慧，构建具有中国特色的公民社会，实现社会的良好管理与和谐发展。
