从土地利用现状探究我国土地利用管制的目的及原则

摘要

It is not optimistic of current land use in our country.Three principal purposes should be stuck to in the course of land use control:securing the production function of land;promoting the function of harmonious development between urban and rural areas;emphasis of the biological function of land.The realization of the three purposes depends on the establishment and perseverance of related principles of land use control.We should take these principles to direct and inspect the system of land use control in our country.%我国目前土地利用现状不容乐观。土地利用管制应着眼于三大目的：保障土地的生产功能；促进土地协调城乡发展的功能；重视发挥土地的生态功能。这三大目的的实现需要建立并坚持土地利用管制的基本原则，并以此指导、检视我国土地利用管制制度的创设与落实。
