柬埔寨的分权化及其文化挑战

摘要

Decentralization is believed to be one of the tools to promote pluralistic and local participatory democracy and to con-tribute to the reduction of poverty in Cambodian.The introduction and implementation of“Decentralization”,however,are faced with several cultural problems embedded in Cambodian society.The root of these cultural issues is a patron-client relationship, which leads to the high power distance,the lack of trust in the current political system,and too much emphasis in collectivism value.All these elements construct great challenge in the progress of the decentralization reform.%在柬埔寨，分权化已经成为地方政府在促进多元参与、民主管理和减贫开发等方面加大作为的重要手段之一。但是，分权化的进程正面临着诸多的文化挑战，其根源在于柬埔寨庇护制社会结构关系的存在。在这一关系的影响下，权力差距过大，民众对政治体系缺乏信任，集体主义价值观被过分看重，这些因素都对分权化改革的继续推进构成了挑战。
