On the basis of the sublation of the public servant consciousness of capitalism, the public servant consciousness of socialism in the new era has a more realistic universality and reality. However,the existence of state worship concept,bureauc-racy and privilege concept,and the phenomena of self interest,power rent seeking and corruption indicate that the development of socialist public servant consciousness is still facing severe test,so that the construction of power concept in socialist countries is put forward. The guide of building the power view of the socialist state is to elucidate the public servant concept of Marxism, and to establish the public philosophy and public spirit of the government. The most important thing is to overcome the paradox of public power,connect the main body of state power,enhance people's sovereignty consciousness. Then,we need to point to the main body of state power,and strengthen the sense of public servant of government officials. Finally,we should renew the con-cept of government in power to realize the change from state rule to state governance.%以对资本主义公仆意识的扬弃为基础,新时代社会主义的公仆意识具有更为真实的普遍性和现实性.国家崇拜观念、官僚主义和特权观念,政府自利性、权力寻租和腐败现象,表明社会主义公仆意识的养成依然面临着严峻的考验,从而提出了社会主义国家权力观建设问题.建设社会主义国家权力观的先导是阐发马克思主义的公仆观,确立政府的公共性理念和公共精神.最为重要的是克服公共权力悖论,联系国家权力的所属主体,增强人民的主权意识;指向国家权力的行使主体,强化政府官员的公仆意识.最后还应更新政府执政理念,实现从国家统治到国家治理的变革.
